Allow Reseller to use admin's rate group and origination rates (Usable For Reseller)

Summary :

We have implemented a dynamic rate group that empowers admin to manage and resell call rate groups seamlessly. This feature allows admin to offering call rate groups to resellers and customer of reseller within the system.

Admin Privileges: Admins have the exclusive right to manage and create call rate groups.

Reseller Access: Resellers, designated by administrators, gain access to these rate groups.

GUI Modifications :

New Field in Rate Group Create: Usable For Reseller → Once Rate-group is created, you will not be able to update this setting.

Call and Billing Impact :

If 'Usable For Reseller' is set to 'Yes' in the Rate Group, and the same Rate Group is assigned to both the Reseller and the Reseller’s customer, then the Origination Rates will be shared between the Reseller and the Reseller’s customer accounts. Billing for calls will be applicable to both as same rate.
